ABOUT THIS PROJECT

The master plan for the City of Fulton parks involved the evaluation of six park sites within the city boundary. The project involved working with the community and the parks board to determine program elements for each park and further providing visualizations and video flyovers to generate enthusiasm within the community and assist in fundraising. The goal for these parks was to preserve and enhance existing parks within the city while responding to current outdoor recreation trends in a sustainable and fiscally responsible manner.

ABOUT THIS PROJECT

The removal and renovation of two major buildings within the scholastic core on Western Kentucky University’s campus were the catalyst for the Hilltop planning study. The study evaluated and assessed the pedestrian and vehicular circulation opportunities associated with the Hilltop, both a defining topographical character of the campus and the WKU scholastic services core. Addressing these building changes, Luckett & Farley developed a plan that will maintain a walkable campus, limit or remove vehicles, reduce traffic congestion and parking demand, minimize pedestrian and vehicular conflicts, and remove parking from the hill rerouted Hilltop Drive.

Wright Patterson Air Force Base, 711th HPW Consolidation Master Plan

ABOUT THIS PROJECT

We prepared the design as a task order under an IDIQ A/E design contract for the 88ABW, Civil Engineering Group at Wright-Patterson AFB. Luckett & Farley was tasked with updating the Human Effectiveness (Human Performance Wing, “HPW”) Master Plan to replace a 2006 pre-BRAC master plan. Updating the plan included documenting space, infrastructure and adjacency requirements of the HPW, and providing concepts for the consolidation of administrative, laboratory, and support functions. HPW functions are currently dispersed in facilities throughout Area B at Wright-Patterson AFB. The facilities vary in degree of physical condition and adequacy to serve the HPW needs. The current conditions create inefficiencies and limit collaboration. Consolidation will facilitate “net-centric” research, improve delivery time, lower costs in developing products, and speed up integration and delivery of training programs.

ABOUT THIS PROJECT

Louisville Gas and Electric Company and Kentucky Utilities Company retained Luckett & Farley, along with consultant Sigma Planning Group, to assist the Facilities Group in developing a five year master plan. The utility owns or leases 68 properties located within 12 operational areas throughout Kentucky and northern Virginia.

We developed the master plan to assist the Facilities Group in more efficiently and effectively managing its construction and maintenance activities at the facilities. In general, the plan included developing a quantifiable prioritization methodology for directing these activities based upon each facility’s condition. With multiple facilities located within each operational area, part of the outcome of the plan included factors that would allow the utility to determine whether to invest in repairing/upgrading individual facilities within an operational area or relocating all the facilities into a single master facility (consolidation) within that area.

ABOUT THIS PROJECT

Luckett & Farley developed a master plan for Northern New Mexico College in order to capture a long-term vision for the college, looking ahead 10, 20, and even as far as 50 years into the future.

The need for the plan was generated when various sites were being considered for upcoming construction projects like student housing. The resulting plan consists primarily of a land use study with consideration given to current and projected trends in population and enrollment, as well as educational programs and activities.

The initial effort to begin the master plan included verification of the existing conditions, including campus boundaries, contours, existing buildings, paving, parking, roads, walks, and utilities. Additionally, the team identified adjacent properties for future acquisition that will be needed to realize the vision of the master plan and accommodate the projected growth and prosperity of the college.

During the planning process, numerous design issues were explored, including but not limited to the following:
