ABOUT THIS PROJECT

The City of Newport wanted to ensure Festival Park was effectively utilized to support the community and bustling commercial district for recreation, passive activities, festivals, and events while also being sensitive to ecological and use issues associated with increased flooding along the historic Cincinnati River.

To maximize the amount of usable space the new design transitioned from three tiers to one tier at an elevation above the most frequent flood plain. This elevation considered climate change responsive design for riverine flooding mitigation, including usability, maintenance, and aesthetic. The design allows for utilization of existing slopes to gently shape open plazas, green islands, and overlooks on the water. A dual, multi-modal spine runs along the levee wall at the top of the park. Cyclists, pedestrians, and motorists can clearly navigate this space. Several, smaller plazas line this spine serving as collection points off the levee, the adjacent bridges, and the Festival Plaza. These areas are equipped with swings and landscaping providing natural resting points along the parkway. Additionally, sculptural stairs terrace down to the water.
