Luckett & Farley teamed with the Section 8a JV “TEM-David” to provide architectural and engineering design services for the design and construction of the Air Force Reserve Training Facility at MacDill Air Force Base, Florida. The facility serves as the new 927th Air Refueling Wing Headquarters and includes accommodations for the Communications Squadron and Services Flight Training.

The building includes administrative offices, personnel supporting operations and work stations, SIPRNET workroom, classroom, training facilities and common areas. Design elements include vehicle parking with adequate ATFP stand-off distance, connection sidewalks, landscaping and supporting utilities including gas, sewer, water, underground electrical and communication services.

The facility’s exterior architecture reflects the architectural intent Base Exterior Architecture Plan. The headquarters is designed to be an impressive and monumental structure, developed to present a formal, professional character while utilizing massing of the main entrance elements to create an appropriate response to the requisite visual hierarchy for a headquarters facility. The design of the headquarters provides a distinct visual image coordinated with the Old Tampa area vernacular architectural character for a unified visual image for the Base architecture. Formal and symmetrical massing and fenestration are presented to create rhythm on the exterior.

The building is constructed of load bearing CMU with light gauge metal trusses and a standing seam metal roof, which will withstand hurricane force winds.

Although this building did not pursue LEED certification, the building’s HVAC system met the requirements of Executive Order 13423, which requires the building to perform 30% more efficiently than the baseline building performance rating of ASHRAE 90.1 - 2004.
